I have a ARUF31B14AA goodman air handler. Can the GSX160301 Goodman condenser pair with it?

Yes, the GSX160301 will work with the ARUF31B14AA air handler. However, please note that this pairing is not an AHRI-matched system. The performance will not be anywhere near 16 SEER.
