Is this a complete system outside and inside unit?

This product includes the indoor air handler and outdoor heat pump. Depending on your location and application, you may also want to purchase a backup heat kit, especially if the outdoor temps drop below 35 degrees during the winter. The heat kit options are available under the accessories section of the bundle.
