is this unit complete and ready for install or do i need to purchase the heating elements for the air handler?

Technically yes, the system is ready for installation since electric heating elements are not required for the system to be installed. These electric heat kits are not included by default, so you will need to purchase them separately if you need them. All compatible electric heat kits can be found in the blue Accessories menu.
