It frost when temperature drops to 16°F .Do you have any model that won't frost even when is in the negative?

Yes, we have units that are rated to operate in outdoor temperatures down into the negative degrees. If you are looking at one of our mini split pages you can find the filter on the side bar for "Low Ambient Heating" which will display all of the systems that are rated for colder climates.
