Does this meet the New 2023 Residential Efficiency Standards in KY?

Unfortunately this unit does not meet the new standards. Kentucky is part of the southeast region of the US which means that a newly-installed AC condenser needs to be SEER2-rated. However, we do have alternatives for you. GSXN403610 (https://hvacdirect.com/goodman-3-ton-14-3-seer2-air-conditioner-condenser-gsxn403610.html) is the direct SEER2 replacement for the GSX140361. We also carry the R4A5S36AKAWA from ACiQ (https://hvacdirect.com/3-ton-14-3-seer2-aciq-air-conditioner-condenser-r4a5s36akawa.html), which is a little cheaper than the GSXN403610 and performs just as well as Goodman. Regular SEER (SEER1) heat pump condensers are also still permitted. If you are interested in heat pumps, check out the GSZ140361 (https://hvacdirect.com/goodman-3-ton-14-seer-heat-pump-air-conditioner-condenser-gsz140361.html). This heat pump is essentially the same as the GSX140361 but with the added electric heating capabilities for when you don't want to run your furnace.
