What is this for? Does it provide a means to exhaust hot air passing through the condenser, or is it for cold air ducting?

The Ceiling Tile Kit with 8 ft. duct for AmeriCool portable air conditioners is designed to exhaust hot air from the condenser through a ceiling space — it’s not for ducting cold air. It replaces a standard ceiling tile and connects to the unit’s hot-air exhaust port, allowing heat to vent out of the room.
