Will this work with 14 seer 3.5 ton heat pump condenser?

Yes this air handler will work with a 14 SEER 3.5 ton heat pump condenser. It can be used with any Goodman condenser for up to 4 tons. It cannot be used with condensers rated for higher tonnages.
